Professional Biography
JB is Vice President with Miller/Wenhold specializing in government affairs given his 17 years in advocacy, policy and strategic initiatives. JB is the registered federal lobbyist for the National Society of Professional Surveyors (NSPS) and was the first Government Affairs Manager for MAPPS. He also is the lead staffer for the Council on Federal Procurement of Architectural and Engineering Services (COFPAES) since 2005, the Business Coalition for Fair Competition (BCFC) since 2009, the Digital Coast Partnership and Advocacy Coalition since 2012, the 3D Elevation Program (3DEP) Coalition since 2014, and the Coalition for the White House Conference on Small Business (WHCSB) since 2015. As part of the expanding MW team, JB now lobbies for the Subsurface Utility Engineering (SUE) Association and the U.S. Geospatial Executives Organization (USGEO). He began working in the Federal policy arena in October 2001 as an aide to a U.S. Senator, and in 2003 for a senatorial campaign committee.
Among JB’s accomplishments at the firm, one has been enhancement of two political action committees, creation of a Congressional Caucus, assistance in arranging several Congressional committee testimony invitations, organization of presentations before Federal agency public hearings, initiation of a series of Washington Policy Forum luncheons, providing legislative content and publishing weekly and monthly e-newsletters, and execution of government affairs programs that successfully advanced associations’ legislative agenda in Congress. In addition to working closely with key Members of Congress to win five recorded votes on amendment language to Appropriation bills, he has been involved in securing legislative reforms to the 2012 National Flood Insurance Program (NFIP), the 2018 Farm Bill, and annual defense authorization bills.
