Professional Biography

"JB" is President of Miller/Wenhold Capitol Strategies specializing in government affairs with over 20 years of advocacy, policy, and strategic initiatives. He began working in the Federal policy arena in October 2001 as an aide to a U.S. Senator. In 2005, JB was hired by John M. Palatiello & Associates, a public affairs consulting firm which merged with Miller/Wenhold in 2018. He is the registered federal lobbyist for the National Society of Professional Surveyors (NSPS) and was the first Government Affairs Manager for MAPPS. JB is also the lead staffer for the Council on Federal Procurement of Architectural and Engineering Services (COFPAES) since 2005, the Business Coalition for Fair Competition (BCFC) since 2009, the Digital Coast Partnership and Advocacy Coalition since 2012, the 3D Elevation Program (3DEP) Coalition since 2014, and the Coalition for the White House Conference on Small Business (WHCSB) since 2015. JB now lobbies for the Subsurface Utility Engineering (SUE) Association, the U.S. Geospatial Executives Organization (USGEO), and individual firms as clients.

 

Client activities and results:

  • Won five recorded votes regarding government and procurement reform on House appropriations bills

  • Orchestrated a successful amendment for the new USGS Ground Subsidence program in the FY2022 House Interior Funding Bill

  • Secured reforms in the: 2012 NFIP Bill; 2016 PHMSA Bill; 2018 FAA Bill; 2018 WRDA Bill; 2018 Farm Bill; 2018 FIRST STEPAct; and annual defense authorization bills (NDAA)

  • Helped enact the Geospatial Data Act of 2018 in P.L. 115-254

  • Led the Digital Coast Partnership Advocacy Coalition to enact the Digital Coast Act of 2020, P.L. 116-223

  • Collaborated with numerous stakeholders to enact the National Landslides Preparedness Act, P.L. 116-323 

  • Leads and/or collaborated in numerous DC-based coalitions on coastal, floodplain, & infrastructure efforts & stakeholders

  • Created two Congressional caucuses & enhanced two political action committees (PACs)

  • Arranged Congressional committee witness appearances & testimonies, and organized presentations before Federal agency public hearings and events at The White House

  • Regular speaker and panelist involving policy and/or process
